Oil & Gas Field Inspector (ININ07) 2024-01099

 

GENERAL DESCRIPTION:  

 

To perform mineral production field inspections, provide technical guidance to the Mineral Division auditors, and verify compliance by the mineral industry with state and federal statutes, rules and regulations.

ESSENTIAL FUNCTIONS:  The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

 

  • Enforces producer accountability of measurement operations in a variety of regulatory programs in the enforcement of state and federal statutes and rules.
  • Performs administrative functions by effectively documenting inspection records, monitoring visits, and complaint investigations, maintaining producer and measurement contractor contact lists, and maintaining equipment and vehicles.
  • Performs on-site field inspections of meters and equipment, monitoring visits, and investigation of complaints.
  • Trains and informs producer and contractor personnel on measurement issues.
  • Maintains personal competency through training and education and keeps up to date on changes in regulations, inspections, and sampling procedures.
  • Serves as an expert witness during board hearings/depositions as well as state and district court hearings when requested.
  • Provides input for field inspection program improvements and development of program materials.


 

 

Qualifications


KNOWLEDGE: 

 

  • Extensive and specialized knowledge of the oil, natural gas, and coalbed methane industries.
  • Knowledge of the geology of the minerals; knowledge of the production and processing equipment and steps necessary to produce and process the minerals; knowledge of the engineering of the fields; knowledge of the transportation-related processes.
  • Knowledge of AGA, API, and GPA gas and oil measurement and sampling regulations, as well as WOGCC Rules and Regulations.
  • Knowledge of BLM regulations to oil and gas operations and measurement.
  • Skills in applying the knowledge listed above to ensure accurate production reporting through correct and consistent production measurement.
  • Analytical thinking skills and effective oral and written communication skills.
  • Investigative skills gathering measurement information in response to complaints or requested audits.
  • Interpersonal skills interpreting measurement rules when interacting with production and measurement company personnel.
  • Thorough understanding and knowledge to apply personal computer skills to facilitate job tasks including extensive experience with Google Mail, Microsoft Excel, Microsoft Paint, Microsoft PowerPoint, AllTopo mapping, Google Earth, and the usage of GPS and camera equipment.
  • Ability to analyze measurement procedures and calibration reporting to determine the correctness of results.
  • Ability to analyze and interpret field schematics for correctness.
  • Ability to testify in board hearings/depositions as well as state and district court hearings.
  • Ability to work autonomously to plan and schedule measurement inspections and balance field inspections with the performance of Administrative tasks.

 


MINIMUM QUALIFICATIONS:

 

Education:

Bachelor's Degree

 

Experience:

0-1 year of progressive work experience (typically in Inspection)

 

OR

 

Education & Experience Substitution:

3-4 years of progressive work experience (typically in Inspection)

Necessary Special Requirements


PHYSICAL WORKING CONDITIONS:

 

  • Works in hazardous conditions in oil field, pipeline, and plant environments in all weather conditions
  • Must be able to travel extensively.
