Chief Procurement Officer

The City is seeking a Chief Procurement Officer (CPO) to serve as its principal procurement executive, overseeing the acquisition of goods, services, professional contracts, and construction in compliance with federal, state, and local laws. The CPO leads a team of 24 procurement professionals, fosters supplier engagement, manages bid evaluations, and streamlines processes to enhance efficiency and accountability. Additionally, the CPO plays a critical role in contract administration, budget oversight, staff training, and maintaining the integrity of the City's procurement operations. This position reports to the Director of the General Services Department.
This position requires an accredited bachelor’s degree and seven (7) years of experience as a Procurement Manager; or a master’s degree in supply chain management, business, or public administration with five (5) years of experience at the same level. Candidates must hold the Institute for Supply Management (CPSM) or National Institute Government Procurement (CPPO or CPPB) certifications.
The starting annual salary range for this position will be $103,800 - $163,440, and commensurate with the selected candidate’s qualifications, experience and professional achievement. The City of Kansas City, Missouri offers a comprehensive benefits package to include health insurance (10% employee paid for employee-only coverage, 20% employee paid for family coverage), enrollment on day one in the Defined Contribution Pension Plan with a 5% employee contribution, 11 paid holidays, vacation time accrual starting the first day of hire, and up to eight hours of paid leave annually to volunteer in area schools and designated charities.
