2. QUALIFICATIONS:
Staff/Facility
License: A current license to practice medicine in any State, Territory, or Commonwealth of the United States or the District of Columbia when services are performed onsite on VA property.
Board Certification: All Contractor’s physician(s) shall be Board Certified /Board Eligible by the American Board of Psychiatry and Neurology Psychiatry, and be currently certified in Basic Life Support (BLS) Advanced Cardiac Life Support (ACLS) or equivalency. All continuing education courses required for maintaining certification must be kept up to date at all times. Documentation verifying current certification shall be provided by the Contractor to the VA COR on an annual basis for each year of contract performance.
All licenses held by the key personnel working on this contract shall be full and unrestricted licenses. Physician(s) who have current, full and unrestricted licenses in one or more states, but who have, or ever had, a license restricted, suspended, revoked, voluntarily revoked, voluntarily surrendered pending action or denied upon application will not be considered for the purposes of this contract.
Credentialing and Privileging: Credentialing and privileging is to be done in accordance with the provisions of VHA Handbook 1100.20 and VHA Directive 1100.21 referenced above. .
Description of Services: The Psychiatrist shall be responsible for providing comprehensive psychiatric services for Veterans enrolled for care in the Atlanta VA Healthcare System Outpatient Clinics. The psychiatrist will provide general psychiatric care to male and female adult Veterans which includes, but is not limited to, conducting diagnostic evaluations, psychiatric consultation, medication management, and individual psychotherapy. The psychiatrist prescribes the appropriate psychotropic medications, provides general clinical management of patients, and requests appropriate consultations with other medical disciplines. The psychiatrist assesses risk factors and develops a preliminary disposition plan, involving the Veteran (and with his/her consent,) the family/significant other. The psychiatrist provides treatment for common diagnoses to include anxiety disorders, Posttraumatic Stress Disorder, Major Depression and other mood disorders, Substance Use Disorders, Bipolar Disorder, Schizophrenia, other Serious Mental Illnesses, and mental disorder related to Traumatic Brain Injuries. The psychiatrist provides assessment of serious and complicated cases involving psychiatric illness, catastrophic medical conditions, dementia and other high-risk diagnoses. The psychiatrist will exercise clinical judgment in the selection of or adaptation of standard and accepted clinical theories, techniques, and practices in treating patients or developing new techniques and programs for the treatment of specialized problems or clinical populations. The psychiatrist shall be a member of a behavioral health interdisciplinary treatment team and will work collaboratively with other disciplines on the team in providing comprehensive care. The psychiatrist shall establish professional working relationships with clinical service providers within the medical center and the Community Based Outpatient Clinics (CBOC’s), providing telephone and curbside consultation as needed and screening consults that are received for appropriateness prior to scheduling. The Psychiatrist may be expected to provide direct clinical supervision of mid-level providers, psychiatric advanced practice nurses or physician assistants and other staff as appropriate. The psychiatrist provides telephone and telehealth assessments as needed.
